Service Line Inventory

West View Water Authority has been committed to removing lead service lines.  WVWA, along with the Department of Environmental Protection (DEP), are identifying and replacing lead lines throughout the Authority’s water system.  This page is dedicated to information on what a service line is, who owns which portion of the lines, how to find out what type of material your line is composed of and, if lead is found in your service line, who is responsible for replacing which portion of the service line for the property.

What is a Service Line?

A service line is the piping that connects your household or building plumbing to the water main in the street. Ownership varies by water system but is typically split between the water system and the customer. West View Water Authority owns the section of the service line from the water main to the curb stop, while the section from the curb stop to the water meter is owned by the customer.

What type of material do I have in my Service line?

There are four possibilities – “Copper”, “Lead”, “Galvanized” or “Unknown”.   Lines that are defined as copper DO NOT need to be replaced.  There is no lead in copper lines.

As a DEP regulatory requirement, WVWA is required to send a letter if records indicate the material of your service line is unknown.  The reason for this is to ensure all lead will be removed from drinking water supplies in the coming years. Most likely, we know what your service line is made of. The most common reason for being classified as “unknown” is a missing installation date. You may be able to help in removing your system as “unknown”.  The FAQs – Lead in Water page on our site can provide more information on lead and how to determine what type of material your service line is.

How Can I Replace My Service Line that contains lead?

The customer is responsible for replacing the water line from the curb stop to the water meter. WVWA is responsible for replacing the water line from the water main to the curb stop. (As seen in the diagram at the top of this page above).

In addition, WVWA is required to replace the water system-owned portion of the service line upon notification that the customer-owned portion will be undergoing replacement. If you are replacing the customer-owned portion of the service line, please notify WVWA as soon as possible so that coordinated efforts towards replacement can be scheduled.   Please contact West View Water Authority at customerservice@westviewwater.org with your scheduled replacement information.

For more information on the regulatory requirements or DEP actions, please call the DEP Southwest Regional Office at 412-442-4000.

If you have any questions on how we can be helpful, please call WVWA Customer Service at 412-931-3500 during normal business hours.
